When a staff person works in the licensed child day center, the date they first worked in the center must be noted in the staff file.

Comments:

An unannounced focused monitoring inspection was conducted on 3/13/2023 from 4:05 pm to 5:25 pm. The Licensing Inspector reviewed 11 staff records. Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the program. The inspection findings have been updated as a result of a review of additional documents completed by the Licensing Inspector on 3/30/2023. Typographical errors were corrected and some evidence was removed.

Standard #:	22.1-289.035-B-2
Description:	REPEAT VIOLATION Based on record review, the Center failed to ensure that no person shall be hired for compensated employment prior to the facility obtaining an employment eligibility letter upon the competition of a fingerprint background check as required by the Code of Virginia. EVIDENCE: 1. The record for Staff 11 shows employment began on 9/12/2022 and the fingerprint eligibility letter was dated 9/22/2022.
Plan of Correction:	All of our Work-Study Volunteers/Interns will have all 3 background checks completed prior to the start of volunteering at the Jubilee Center. State of VA, Fieldprint, State of residence.

Description:	Based on record review, the center failed to obtain out-of-state Child Abuse and Neglect Searches by the end of the 30th day of employment, and Criminal History name searches prior to the first day of employment. EVIDENCE: 1. The record for Staff 10 shows employment began on 11/5/2022 and the request to North Carolina for an out of state background request was sent on 11/7/2022, after employment began. There were no results on the day of the inspection. The staff record does not have any documentation to show that a Child Abuse and Neglect Search was requested, and the file does not contain any results of a search.
