Technical Assistance:
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs. Social distancing of 6 feet was discussed with administration. If 6 feet of social distacing is not able to be maintained due to space, reducing the numbers of children in each group should be considered. The most recent guidance provided by the Governor of Virginia on September 25, 2020 states,
"Groups of children may share the same physical space (e.g., classroom, gymnasium) as long as social distancing of six feet can be maintained and children do not mix between groups. Groups of children can play outside at the same time if they maintain social distancing of 6 feet apart and do not mix between groups."

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia. A renewal inspection was initiated on 10/05/20 and concluded on 10/14/20. The director was contacted by telephone to initiate the inspection. There were 48 children present and 7 staff. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed 5 children?s records and 5 staff records submitted by the facility to ensure documentation was complete. Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility.

Violations:
Standard #: 22VAC40-185-440-E
Description: Based on observation and interview the center did not ensure there was at least 12 inches of space between occupied cots.
Evidence:
Children were observed in 2 different classrooms napping. The cots were not spaced at least 12inches apart. Some children were observed laying on cots that were directly next to each other. The director confirmed due to space constraints cots are not always spaced at least 12 inches apart.

Plan of Correction: The following corrective action was provided by the center director:
Due to space constraints at Bullfrogs and Butterflies and with the new COVID restrictions, we have changed the way we lay our cots down at nap time to alleviate having children too close during naptime. We now lay children head to feet instead of all facing the same direction. We feel that this gives an added 2.5-3 feet of space between shared breathing space. Regarding the classroom where the children were observed lying closer than 12 inches, they are twin toddlers. We feel, as well as their parents, It is in their best psychological and emotional interest to continue napping close together as they share a room at home. As our corrective action,we will separate them so that they are not directly next to each other going forward. Bullfrogs and Butterflies will also try to come up with more creative strategies to create extra space during nap time.
