This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A renewal inspection was initiated on May 13, 2021 and concluded on May 13, 2021. The program director was contacted by video call to initiate the virtual inspection. There were fifty-six children present with fifteen staff. The inspector emailed the program director a list of items required to complete the inspection. The inspector reviewed four records for children and nine staff records submitted by the facility to ensure documentation was complete.
Information gathered during the inspection determined there were non-compliances with applicable standards or law and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider the COVID-19 Essential Guidance for Child Care programs.

Standard #: 63.2(17)-1720.1-B-4 Description: Based on a review of staff records, and an interview with administrative staff, the center failed to obtain all required background checks prior to the first date of employment from any state in which the individuals had resided in the preceding five years. Evidence: Staff member 8 began employment on February 23, 2021 and the out-of-state criminal history record information search was not obtained until February 25, 2021. Staff member 9 began employment on January 26, 2021 and the out-of-state sex offender registry check was not obtained until February 19, 2021. Plan of Correction: The executive director or assigned administrative staff will ensure that the required out-of-state criminal history record checks and the sex offender registry checks are obtained and viewed prior to employment of new staff. The instructions from the 2020 memo will be used. Any questions about the process will be directed to licensing staff. If there has not been a response to a request from a specific state or U.S. territory, the administrative staff will contact the agency about the request.
