Had a discussion with center Director regarding staff records being available at all times.

An unannounced complaint investigation was conducted on 01/02/2020, in response to a complaint that was received by the Fairfax licensing office on 12/09/2019 regarding programs. Based upon staff interviews, records reviewed, and observations made, the preponderance of evidence gathered during this investigation does not support the allegations. The complaint is determined to be not valid; however, there is a non-related violation identified on the Violation Notice. Standard #: 22VAC40-185-70-A Complaint related: No Description: Based on record review, staff records were not kept accessible for each staff person.
Evidence:
Staff records were not available during the inspection for Staff#1, Staff#2, Staff#3 and Staff#4.Plan of Correction: While staff records are accessible, the Executive Director could not access them because she did not have a key to the space in which records for Staff#1, Staff#2, Staff#3 and Staff#4 were housed. The reason they were being housed in an area the Executive Director could not access at the time of your request is because some paperwork was 'in process' and the employee who handles that aspect of the paperwork was not at work at the time of your visit. Because of the sensitive nature of all of the information in the employee's records, not other key was available at the time of your request. This system was not recently developed and put in place by the FBCC CDC, rather has been utilized by an extended period of time without incidence.
While it is the intention to request a supervisory review, as a result of this report, the current system will be reviewed. Within the allotted time frame, a duplicate key will be made and placed in a secure place, so in the event while employee's records need to be accessed by a licensing specialist prior to being 'complete' and re-located to the space always accessible to the Executive Director, records can be accessed.
