An investigation was conducted on 5/17/2023, in response to a self-reported concern received by the Licensing Office regarding ratios. Based on interviews conducted, review of written information and attendance records, the preponderance of evidence gathered during the investigation does support a violation. Standard #: 8VAC20-780-350-B-3 Description: Based on documentation review and interviews, ratios were not maintained in the Young Preschool classroom, the ratio for 2-year-old children is 1 staff for 8 children.
Evidence:
1.On 5/9/2023, the Wildflower classroom was out of ratio from approximately 8:40am to 9:00am.
2.Attendance records confirmed that at approximately 8:40am there were 9 children under the supervision of one staff member (Staff #1). At approximately 8:52am, there were 10 children in the classroom with one staff member. At approximately 8:53am, there were 11 children with one staff member. At approximately, 8:55am there were 12 children with one staff member.
3. The classroom was out-of-ratio from approximately 8:40am to 9:00am when a second staff member came into the classroom.Plan of Correction: As indicated this was a self-reported violation.
As such plans were developed and put into place to insure the ratio is maintained in the school family named in the report beginning and since 9 May 2023 by assigning a caregiver - teacher (or another in her absence) who begins her assigned work shift at 8:30am.
Additionally, the lead caregiver - teaching team member (or whomever is in that role in her absence) has been asked to alert those primarily for assigning coverage in care and early learning settings/school families using a walkie talkie when there are 6 children present and again when there are 7 children present and finally when there are 8 children present while waiting for a colleague to join her at 8:30am.
Those primarily responsible for assigning coverage in care and early learning setting/school families greet parents and children as they arrive for the day. A sheet has been developed and implemented so that attendance is taken by tally as an additional way to be aware of how many children are in each care and early learning setting/school family.
Since 10 May 2023, the day after the self-report on 9 May 2023 of a ratio violation the school family named in the report has been in ratio regardless of the time children arrive to the setting. With the above practices, protocols and procedures in place it is the intention of all involved for this violation to not be repeated.
