This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A monitoring inspection was initiated on May 14, 2021 and concluded on May 19, 2021. The in-charge person was contacted by telephone to initiate the inspection. There were 10 children present and two staff. The inspector emailed the director/provider a list of items required to complete the inspection. The Inspector reviewed two children?s records and two staff records submitted by the facility to ensure documentation was complete.
Information gathered during the inspection determined non-compliances with applicable standards or law and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Standard #: 22VAC40-185-70-A Description: Based on record review, the center failed to ensure that staff records contained complete documentation.
Evidence:
1. The job position listed for staff #1 was "site director." There was no written information to demonstrate that staff #1 possesses the education, orientation training, staff development, certification, and experience required by the job position. There was no programmatic experience documented for staff #1, and there was no verification documentation of any certificate, degree, or training required by the job position in the staff person's record.Plan of Correction: The documentation will be made/obtained or the staff person's job title will be changed.
Standard #: 22VAC40-185-280-B Description: Based on observation, the center failed to ensure that hazardous substances such as cleaning materials were kept in a locked place using a safe locking mechanism that prevent access by children.
Evidence:
1. During the virtual inspection via video, there were two spray bottles containing commercial cleaning product in them observed on a countertop in the child care room. The ages of the children present was five years through 10 years old. The counter is approximately four feet high. The two spray bottles were on the counter, unlocked, and accessible to the children in care.Plan of Correction: The two spray bottles were locked in a cabinet under the counter using a child proof lock during the inspection when they were pointed out to the person in charge on the video call.
Standard #: 22VAC40-191-60-C-2 Description: Based on record review, the center failed to ensure that there was a completed central registry check as a part of the background check within 30 days of employment.
Evidence:
1. The hire date for staff #1 was documented as 1/4/2021 in the staff person's record. The date of completion for the central registry check on the findings letter was 2/26/2021.Plan of Correction: The person in charge of sending background checks will ensure that the forms are sent in a timely manner to ensure they are completed within 30 days.
Standard #: 63.2(17)-1720.1-B-2 Description: Based on record review, the center failed to ensure that a fingerprint criminal check was completed, as a part of the background check requirements, prior to hire.
Evidence:
1. The documented hire date for staff #1 was 1/4/2021. The fingerprint date as documented on the findings letter was 1/28/2021.Plan of Correction: The person in charge of hiring will ensure that staff are not hired for compensated employment prior to receiving the results of the fingerprint record.
