22.1 Early Childhood Care and Education

A lengthy discussion regarding staff to child ratio requirement for preschool children was discussed. Preschool children are those children who were not yet of age to attend public school kindergarten. The ratio required is based upon the youngest child in a grouping of children. Preschool ratio is no more than ten children per caregiver. Groupings of children must be very clearly separated from each other.

A renewal inspection was conducted on 3/10/2022. Staff records were scanned via email. There were 24 children present, ranging in ages from preK 4 to school age, with 3 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of 2 children's records and 3 staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 22.1-289.035-A Description: Based upon review of staff records and staff confirmation, the facility has not ensured that all employees undergo a background check in accordance with subsection B every five years.
Evidence:
1. The most recent results of a child protective services (CPS) central registry search for staff 1 were obtained 12/1/2016.
2. Staff 4 verified that the most recent results of a CPS central registry search are dated 12/1/2016.Plan of Correction: The facility responded with the following:
A new CPS central registry search was requested for staff 1 on 2/10/2022. background checks for all staff will be tracked to ensure that new checks are obtained at least every 5 years.
Standard #: 8VAC20-780-550-G Description: Based upon review of documentation and staff interview, the facility has not ensured that all required information is documented on the emergency evacuation drill record.
Evidence:
1. The documentation of emergency evacuation drills did not include the method used for notification of the drill, the number of staff participating and any problems encountered.
2. Staff 1 verified that the documentation did not include all information now required.Plan of Correction: The facility responded with the following:
A new evacuation record/chart that captures all required information will be used in the future.
