Technical Assistance:

Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:

An unannounced, on-site renewal inspection was initiated and completed on July 25, 2024. The on-site inspection began at 10:30am and ended at 1:15pm. The inspectors reviewed compliance in the areas listed above. There were 24 children present and 4 staff. The inspector reviewed 8 children?s records and 2 staff records. This inspection included document review, tour of the facility, interviews, and observations. Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program. Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the deficient practice will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 8/19/2024. A POC submitted after this date will not appear on the public website.

Standard #:	8VAC20-780-140-A
Description:	REPEAT VIOLATION Physical examinations completed by a physician shall be obtained prior to the first day of attendance or within 30 days after the first day of attendance. There was no physical examination in the record of Child #1, who had been enrolled for four months.
Plan of Correction:	There is a plan in place for all children that was submitted to licensure to have all records updated by June 30th. The parent withdrew the child on June 15th and was therefore an inactive student upon the review of the record.
Standard #:	8VAC20-780-210-A-1
Description:	Staff program leaders shall be at least 18 years of age, have fulfilled a high school program completion or the equivalent, and have six months of supervised programmatic experience. Staff #2, employed for 3 months, does not meet qualifications as a program leader and was working at the center during the time of the inspection.

Standard #:	8VAC20-780-280-B
Description:	REPEAT VIOLATION. Hazardous substances shall be kept in a locked place using a safe locking method that prevents access by children. There was a can of shaving cream with a label, ?Keep out of reach of children? unlocked in a cabinet and a large half a gallon bottle of hand sanitizer on a shelf that was in reach of children with a warning label, ?Keep out of children.?
Plan of Correction:	Safety procedures will be reviewed with staff. Safety rounds will be conducted in the activities storage. Additionally, all STEM activity materials will have to be signed out and signed back in. While in use the Assistant Director must monitor the use and ensure it is placed back into the locked closet as checked off and monitored through the sign out log.
Standard #:	8VAC20-780-360-A
Description:	The variety of daily activities for all age groups shall be age and stage appropriate and provide opportunities for teacher-directed, self-directed, and self-chosen tasks and activities; a balance of active and quiet activities; individual and group activities; and curiosity and exploration. Throughout the duration of the inspection from 10:30am to 1:15pm, the televisions in all three classrooms were playing cartoons. All center children were observed at free play for the entirety of the inspection with no specific teacher-directed or self-directed age and stage appropriate activities.
Plan of Correction:	In addition to our Writing, Reading and Math initiatives, our center follows VDOE?s (Virginia Department of Education) Digital Learning Integration of Standards of Learning. Which was approved by the Virginia Board of Education in 2020. Our focus is to shape our students to become lifelong learners with strong skills in technology, digital learning, science, math and critical thinking. We strive to prepare our students for digital learning. As per VDOE?s Digital Learning Integration of Standards of Learning, Digital learning has the potential to empower students as learners by improving their functional literacy as digital citizens capable of constructing knowledge, designing innovative works, thinking computationally, creatively communicating, and collaborating with others locally, regionally, and globally. We use videos with guided instruction incorporated in the classroom to bringsubject matter alive. 5 of the Digital Learning Integration of Standards of Learning; Computational Thinker, Innovative Designer, Global Collaborator, Creative Communicator, and Digital Citizen are in direct alignment of VDOE?s Profile of a Virginia graduate. Videos for this day were used from YouTubeEDU . This is a portal that allows teachers to access a broad range of educational videos. YouTube EDU features thousands of videos from research based approved sources. Each classroom had guided learning materials present with the students, which were utilized. The staff will be trained on being comfortable when visitors are in the building observing and ensuring they remain on task and not be distracted. The staff will be trained on how to prepare children for visitors in the classroom as the children were distracted, which made it difficult for the teachers to facilitate their lessons with fidelity. The Director will also create a better model that can be understood when visitors come and ensure staff are coached to remain on pace. The children were not watching televison from 10:30 through 1:15. During this time span, the children completed rotations, hand washed, ate lunch, pottied, hand washed and napped. Upon inspection learning rotations had already started. The students washed their hands for lunch at 11:17 and went to their designated locations to eat. 2 televisions were on while the students were eating lunch. The television in Class C was on with nothing playing, just the apps showing. The two televisions that were on (in Class A and Class B) were on because the staff were transitioning the televisions to play lullaby music for naptime.

Description:	Children's hands shall be washed with soap and running water after toileting and any contact with blood, feces, or urine. A child was observed to wash his hands, dry his hands with a paper towel and lift the lid of the garbage that is also used to dispose soiled diapers.

Standard #:	8VAC20-780-500-B
Description:	Staff shall ensure the immediate safety of a child during diapering. Staff #3 was observed changing Child #2?s diaper on the changing table. Staff #3 stepped away from the changing table to check on another child leaving Child #2 unattended.
Plan of Correction:	All staff will be trained on proper diapering techniques and safety. Each staff member will have to do a daily demonstration of diapering observed by the Assistant Director and Director. Additional steps have also been taken for safety procedures by securing a paid 2 day trainer to train all staff on behavior modification diapering, handling of materials and lesson planning. To ensure fidelity of training staff will also have daily diapering procedure review. A weekly log will be maintained on procedure review.
