Technical Assistance:
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
An unannounced, on-site monitoring inspection was initiated and completed on 10/15/2024. The on-site inspection began at 8:00 am and ended at 9:30 am. The inspector reviewed compliance in the areas listed above. There were 13 children present and 6 staff. The inspector reviewed 5 children?s records and 5 staff records on-site. This inspection included document review, interviews, and observations.

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-500-B
Description: Disposable diapers shall be disposed in a leakproof or plastic-lined storage system that is either foot-operated or used in such a way that neither the staff member's hand nor the soiled diaper touches an exterior surface of the storage system during disposal. Staff #2 was observed disposing of a pull up in a trash can that was not foot operated. The pull up and the staff members hand touched the exterior of the storage system.

Plan of Correction: Provider will purchase a foot operated storage system.

Standard #: 8VAC20-780-500-C
Description: Toilet chairs shall be emptied promptly and cleaned and sanitized after each use. Staff #2 did not clean the toilet chair prior to spraying it with a bleach water solution, and did not allow the sanitizer to dry for a period of at least two minutes.

Plan of Correction: Provider will train staff on proper cleaning procedure between toilet trainings.
