Technical Assistance:
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
An unannounced, on-site monitoring inspection was conducted on August 28, 2024. The on-site inspection began at 2:45 p.m. and ended at 5:45 p.m. The inspector reviewed compliance in the areas listed above. There were 35 children present and 6 staff. The inspector reviewed 5 children?s records and 5 staff records on-site. This inspection included document review, tour of the facility, interviews, and observations.

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the deficient practice will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on September 16, 2024. A POC submitted after this date will not appear on the public website.

Description: Documentation of a fingerprint based national criminal check shall be obtained for each staff prior to employment. Staff 5's date of employment was documented as 5 days prior to the center obtaining a fingerprint result.

Description: The facility failed to have required documentation in each staff file. Two references as to character, reputation, and competence should be checked prior to employment. Staff 4, employed almost 2 months, had documentation of only one reference on file.

Description: In groupings of children ages 3 years up to school age, the required ratio is one staff for every ten children. On 8/28/2024, there were 12 preschool children alone with 1 staff, while a second staff did a van run.

Description: No child shall be allowed to drink or eat while walking around. A child in the preschool room was walking around with a cup and eating a cracker.
