A monitoring inspection was conducted on December 5, 2023. There were a total of 70 children and 14 staff members present. Children were observed resting, transitioning from resting, circle time, tummy time, gross motor skills activities, and outdoor play. Hand washing and diaper changer changing was observed during the inspection.
The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of 7 child records and 7 staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 8VAC20-780-340-A Description: Repeat Violation
Based on observation of the Pre-K classroom, staff were supervising children and did always ensure their care, protection, and guidance.
Evidence:
1. The two assigned staff members in the classroom stated 18 children were in the classroom. Inspector was in the classroom approximately 3 to 4 minutes observing the classroom and there were 20 children. When it was time for the children to transition outside, staff member 1 counted 20 children touching each child's head.Plan of Correction: Not available online. Standard #: 8VAC20-780-500-A Description: Based on observation in the infant classroom, staff did not wash their hands with soap and running water after a diaper change.
Evidence:
Staff member 1 was observed changing an infant child's diaper and did not wash their hands with soap and running water after the diaper change.Plan of Correction: Teacher was retrained on proper diaper changing/hand washing procedure
