This inspection was conducted by licensing staff using an alternative remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A complaint inspection was initiated on 01/14/2021 and concluded on 01/20/2021. A complaint incident was received by the department regarding allegations in the areas of 22V40.AC40-131-180 and 22VAC40-191-40. The Therapeutic Foster Care Program Director was contacted by telephone and by email to conduct the investigation. The inspector emailed the Program Director a list of documentation required to complete the investigation.
The evidence gathered during the investigation supported the allegations of non-compliance with standards or law, and a violation was issued. Any violations not related to the compliant but identified during the course of the investigation can be found on the violation notice. The licensee has five business days from receipt of the inspection documents to complete the section entitled "Plan of correction," sign each page of the inspection documents and return to the Licensing Office. The licensee should retain a copy to be posted at the facility. Results of the inspection are subject to public disclosure and will be posted on the Virginia Department of Social Services public website within five business days, regardless of whether or not the Plan of Correction is completed.

Standard #: 22VAC40-131-200-G-1 Complaint related: No Description: Based on the review of the documentation presented for review in the Foster Home (FH) record (FH-1), the licensee failed to accurately document the type of family home approval for this foster home.
Findings:
1. Based on the certificate of approval dated 7/15/2020, FH-1 was approved as a resource home.
2. Based on the definition of a resource home and based on the documentation presented, FH1 does not meet the definition of a resource home.Plan of Correction: The Program will amend the home study and the Certificate of Approval to reflect the change in certification so that it is accurately reflective of the foster family's abilities and qualifications.
