This inspection was conducted by licensing staff using an alternate remote protocol necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A renewal inspection was initiated on February 4, 2021 and concluded on February 5, 2021. The TFC Program Director was contacted to initiate the inspection. The agency reported three approved home and three foster children in placement. There were no new staff since the last inspection. The inspector emailed the TFC Program Director a list of items required to complete the inspection. The inspector reviewed one provider home record and one foster child record to ensure documentation was complete.
An exit interview to discuss findings was held with the TFC Program Director and TFC Case Manager at the conclusion of the inspection.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care Programs.
Information gathered during the inspection determined non-compliance(s) with applicable standards or law, and violations were documented on the violation notice.
The licensee has five (5) calendar days from receipt of the inspection documentation to complete the section titled Plan of Correction, sign each page of the documentation and return it to the Licensing Office. The plan of correction should include the following: The steps to correct noncompliance with the standard(s); measures to prevent re-occurrence of noncompliance; person(s) responsible for implementation and monitoring of preventative measure(s); and date by which noncompliance will be corrected.
The licensee should retain a copy to be posted at the facility. Results of the inspection documentation are subject to public disclosure and will be posted on the VDSS web site within 5 days, regardless of whether the Plan of Correction is completed.

Standard #: 22VAC40-131-340-F-1 Description: Violation:
Based on a review of the individualized service plan completed on 12/17/2020 for a foster child (FC1), the agency failed to involve the birth parents in developing the plan.
Evidence:
1. The individualized service plan for FC1 stated that the parents where not involved in development of the plan at the Department of Social Services request.
2. FC1's goal is return home and FC1 has daily video or phone visits with the biological father.
3. Upon interview, the TFC Program Director and TFC Case Manager affirmed that involvement of the birth parents in the plan did not occur.Plan of Correction: From this point forward there will be birth parents' involvement in all individualized service plans completed despite Department of Social Services request for no parental participation.
