Comments:

Type of inspection: Monitoring Inspection Date(s) of inspection and time the licensing inspector was on-site at the facility for each day of the inspection: 7/25/2024 from 10:15a.m. to 12:45 p.m. The Licensing Inspector met with the CEO at the office location to initiate the monitoring inspection. Licensing Inspector conducted an unannounced mandated renewal inspection on 7/25/24 for ILA program. Provider has not served any youths as of the date of this monitoring inspection. No changes have been made to policies and procedures since last inspection and no new staff have been hired since last inspection. The Licensing Inspector completed a walk through of the office location that included the office setting and conditions and to ensure compliance with standards. Agency continues to maintain one apartment for the youth. During the on-site visit, licensing inspector reviewed employee records, agency forms, background checks, central registry, sworn statements, health/fire inspections and verification of insurances. State Corporation Commission was confirmed active. The CEO was available and accessible during the entire inspection. The Acknowledgment of Inspection form was signed and left at the facility for each date of the inspection. Number of children in care: No admissions at time of inspection Number of approved provider homes: N/A Number of children?s records reviewed: N/A- No admissions at time of inspection. Number of staff records reviewed: 3 staff record to included background checks, central registry and sworn statements. Number of interviews conducted with staff during onsite inspection: (1) entrance and exit interview with the CEO. Additional Comments/Discussion: Fostering a Better Future is an Independent Living Arrangement agency providing services in the Tidewater area of Virginia. Licensing Specialist had discussion with CEO about ensuring employee hire dates are observable in the record and job description in one of the records is updated to reflect the job title of the employee's immediate supervisor. A preliminary finding and exit meeting were conducted on 07/25/2024 to review the inspection findings. The department's inspection findings are subject to public disclosure.
