Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
An unannounced monitoring inspection was started in the center on June 18, 2024 from 2:00 PM until 3:45 PM and concluded on June 25, 2024. At the time of entrance, 17 children were in care with 4 staff members. The sample size consisted of 5 children?s records and 4 staff records. Children were observed during rest period and playing in small groups to include Legos and coloring.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-40-M
Description: Based on observation and staff interviews, the licensee did not ensure the center shall maintain, in a way that is accessible to all staff who work with children, a current written list of all children's allergies, sensitivities, and dietary restrictions. This list shall be dated and kept confidential in each room or area where children are present.

Evidence: Child #2 has a diagnosed allergy to amoxicillin and there was not a current written list of all children's allergies, sensitivities, and dietary restrictions.

Plan of Correction: Each classroom currently has an emergency book with all students listed in it. Any teacher that is working in the classroom has access to emergency information. The allergies are listed in this emergency book. In addition to the emergency book I have now posted an additional list of allergies to the medications needed in the snack cabinet for all staff to see. At this time we have no allergies to anything else other than medications. Our center does not administer any medications except emergency medications. We do not at this time have any dietary restrictions. The new list was posted on June 18,2024.

Standard #: 8VAC20-780-450-A
Description: Based on observation and staff interview, the licensee did not ensure cots/mats used by children during the designated rest period shall have linens consisting of a top cover and a bottom cover or a one-piece covering which is open on three edges.

Evidence: Two out of eleven children were observed sleeping without the required linens. One child did not have a top or bottom linen the second child did not have a bottom linen.

Plan of Correction: Center Director reminded all staff to let me know if a child does not have 2 small blankets for naptime so I can make sure that the parent is informed and the child has the proper linens for naptime. Each staff member knows that each child should have 2 linens for naptime.

Standard #: 8VAC20-780-560-G
Description: Based on observation and staff interviews, the licensee did not ensure that when food is brought from home, the food container shall be sealed and clearly dated and labeled in a way that identifies the owner.

Evidence: Four out of six lunch boxes observed in the school age room did not have dates and in the preschool room five out of five observed did not have dates and four did not have a way to identify the owner.

Plan of Correction: Center Director reminded all staff that lunch boxes must be dated and labeled with the child's name. The child already has their name in each cubby to identify which cubby belongs to which child. The lunchboxes are stored in the cubby with the child's name already.
