Technical Assistance:
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
An unannounced, on-site monitoring inspection was initiated on 5/29/24 and concluded on 5/29/24. The on-site inspection began at 9:15am and ended at 10:40am. The inspector reviewed compliance in the areas listed above. There were 14 children present, aged 8 months thru 7 years, with the provider and assistant . The inspector reviewed 5 children?s records and 2 caregiver records on-site.

This inspection included:

* tour of the facility
* observations

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-800-800-B
Description: The provider shall review the emergency preparedness plan annually, and document in writing the review date.
The emergency preparedness plan had not been reviewed and dated as required for 2023-2024.

Plan of Correction: The emergency plan will be reviewed and dated as required.

Standard #: 8VAC20-800-40-A
Description: The provider may not exceed the stated capacity of the license.
There were 14 children in care during the inspection. The license states only 12 children may be in care at any one time.

Plan of Correction: There will not be more than 12 children in care at one time.

Standard #: 8VAC20-800-60-A
Description: An up to date record for each child enrolled must be maintained by the provider.
There was no record for child #6, who was actively in care during the inspection and had been in care for a month.

Plan of Correction: The completed file will be in place at the family day home.

Standard #: 8VAC20-800-60-B
Description: Children records are required to contain parental home and employment addresses and phone numbers.
Child record #3 did not have employment information for the father; and no employment phone number for the mother. The child was present during the inspection and had been in care for the month.

Plan of Correction: Parental information will be completed.

Standard #: 8VAC20-800-80-A
Description: Proof of birth documentation must be obtained within seven business days of the first day of attendance.
Child record #3 did not have proof of birth verification and the allowed 7 days to obtain had expired. The child was in care during the inspection and had also been in care for the month.

Plan of Correction: Proof of birth verification will be obtained.

Standard #: 8VAC20-800-90-A
Description: Before attendance proof of immunizations are to be obtained for each child.
There was no proof of immunizations for child #3, who was in care during the inspection and had been in care for the month.

Plan of Correction: Proof of immunizations will be obtained.

Standard #: 8VAC20-800-330-A
Description: A working landline is to be in place within the home.
There was no landline service currently in the home.

Plan of Correction: A landline will be re-installed.

Standard #: 8VAC20-800-510-A
Description: Each child in care shall have an available cot or mat for resting.
There were 14 children in care, 12 children required a cot or mat for rest time. There were only 4 cots and 4 mats available during the inspection.

Plan of Correction: More mats will be ordered for compliance.

Standard #: 8VAC20-800-530-A
Description: Linens shall be on napping cots or mats for each child.
There were no linens available for the cots or nap mats during this inspection.

Plan of Correction: Linens will be brought from home for each child, or will be provided by the family day home.
