Technical Assistance:

Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:

An unannounced Renewal inspection was conducted on 6/3/2024 from 10:45am-12:45pm. At the time of entrance, 8 children, ages 5 months to 5 years old, were in care with 2 caregivers present. The sample size consisted of 5 children?s records and 2 caregiver records. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. Children were observed engaged in free play with a variety of toys and construction materials, socializing, toddling and crawling, sleeping in a crib, being held and cuddled, eating lunch which consisted of ham, mashed potatoes, grapes, wheat bread and milk. Children were observed settling onto their cots for rest time after lunch. Medication is not currently being administered to children in care and children are not routinely transported in a vehicle while in care. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. Repeat violations were found and are identified within this report.

Description:	Based upon a record review and interview, the licensee did not ensure that each child submits a signed physical form and immunization record that is signed by a licensed physician, the physician's designee, or an official of a local health department. Evidence: Five children's records were reviewed. The record for child #3, whose enrollment date was documented as 5/8/2024, and child #4, whose enrollment date was documented as 6/13/2022, each contained a physical form and immunization record which had been printed, but was not signed or stamped by a licensed physician, the physician's designee, or an official of a local health department.
Plan of Correction:	The licensee stated that she would speak with child #3 and child #4's parents today to request that the immunization and physical records be signed or stamped by the physician within 2 weeks. The licensee will review children's paperwork as it is submitted to ensure that physicals and immunizations are signed or stamped as required.
Standard #:	8VAC20-800-350-E
Description:	*** REPEAT VIOLATION*** Based on temperatures taken during the inspection, the provider did not maintain hot water taps available to children within a range of 105?F to 120?F.. Evidence: The hot water at the handwashing sink in the restroom utilized by children in care measured 124.8 degrees Fahrenheit when measured with a digital thermometer after allowing the water to run for about 2 minutes.
Plan of Correction:	The licensee stated that she would have the thermostat on the hot water heater turned down by the end of the day today and will monitor the temperature of the hot water going forward to ensure that it is not more than 120 degrees Fahrenheit.
