Technical Assistance:
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
An unannounced, on-site monitoring inspection was conducted from 11 am to 12:50 pm. The inspector reviewed compliance in the areas listed above. There were 67 children present and 11 staff. The inspector reviewed 7 children?s records and 6 staff records on-site. This inspection included document review, tour of the facility, interviews, and observations.
Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-80-A
Description: The center shall maintain a written record of daily attendance for each group of children. The record shall document arrival and departure on each child in care as it occurs.

There were 16 children in the early preschool classroom and there was no written attendance.

Plan of Correction: I will retrain staff on making sure their attendance is maintained wherever the children are located.

Standard #: 8VAC20-780-280-B
Description: Repeat violation:
Hazardous substances shall be kept in a locked place to prevent access by children.

A spray bottle of sanitizing spray was unlocked above the sink in the PreK 1 classroom.
A spray bottle of sanitizing spray and a spray bottle of disinfectant were unlocked above the sink in the PreK2 classroom.

Plan of Correction: I will retrain staff about the need to keep hazardous substances locked.

Standard #: 8VAC20-780-510-L
Description: Medication shall be kept in a locked place using a safe locking method that prevents access by children.
Medications were observed in a cabinet in the office unlocked.

Plan of Correction: The cabinet will be kept locked whenever medication is present.
