An unannounced complaint inspection was conducted on 7/8/2024 from 2:15pm - 4:20pm, in response to a complaint that was received in the licensing office on 6/13/2024 regarding alleged noncompliance in the areas of Staffing and Supervision and Programs. Three staff were interviewed. Written documentation was reviewed, to include an incident report relevant to the complaint. Information gathered during the investigation does support the allegations, so the complaint is found to be valid. Violations resulting from this complaint investigation are documented on the violation notice issued to the program.

Standard #: 8VAC20-780-340-A Complaint related: Yes Description: Based on documentation reviewed and interviews, staff did not always ensure the care, protection and guidance of each child in care.
Evidence:
On 3/15/2024, Child #1 (age 2) and Child #2 (age 2) were observed pushing each other. Staff #1 verbally redirected the children to ?play nicely? but did not intervene. Child #2 then bit Child #1 which resulted in an injury that required outside medical attention.Plan of Correction: Not available online. Contact Inspector for more information.
Standard #: 8VAC20-780-400-B Complaint related: Yes Description: Based on a review of documentation and interview, the licensee did not ensure that staff utilize behavior guidance that is constructive in nature, age and stage appropriate, and intended to redirect children to appropriate behavior and resolve conflicts.
Evidence:
On 3/15/2024, Staff #1 observed two 2-year-old children pushing each other back and forth. The staff member verbally instructed the children to ?play nicely? but did not intervene and use age and stage appropriate behavior guidance intended to redirect children to appropriate behavior to resolve the conflict. The conflict resulted in one child biting the other child which required outside medical attention.Plan of Correction: Not available online. Contact Inspector for more information.
