8VAC20-790 Subsidy Program Vendor Requirements for Family Day Homes

Technical Assistance:
1. Reviewed written attendance record requirements.
2. Discussed enrollment paperwork required for each child prior to accepting the child into care.
3. Reviewed capacity limits, per the County childcare permit.

Comments:
An unannounced complaint investigation was conducted at 11:10am into allegations concerning the care of children. Interview conducted, observations made and records reviewed. Observed 4 children = 8 points with the vendor. There was insufficient evidence to support the allegations reported however violations with subsidy requirements and laws not reported were found. Complaint related: No
Description: Based on records reviewed, the vendor has not maintained a written record of daily attendance that documents the arrival and departure of each child as it occurs.

Evidence:

1. The last recorded date of children being in attendance was 2/14/24.
2. The attendance records have not included documentation of children in care on Saturday and Sunday.

Plan of Correction: The vendor said stopped keeping written attendance because she has been busy but will keep attendance records beginning today. The vendor also said she did not realize that she was supposed to keep attendance for those children in her care on Saturday and Sunday and now that she understands better she will keep attendance every day that children are in her care.

Complaint related: No
Description: Based on interview conducted, 1 of 4 children in care today did not have documentation of an enrollment record. Evidence: The vendor said there was no record of enrollment for Child #1, as care was being provided only today, as requested by a neighbor.

Plan of Correction: The vendor said she agreed to watch Child #1 as a favor for a neighbor and only for today. She was able to show the inspector text messages that included a phone number to call if there was an emergency with the child while in her care. The vendor said she understands that enrollment paperwork is required for children to be in her care.
