Technical Assistance:
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
Today an announced modification inspection took place between the hours of 12:50pm and 1:40pm to determine readiness regarding a request in increase the programs age limit and operating hours. There were 2 classrooms observed with a total of 19 children with 4 staff outside of the supervision guidelines. The children were observed napping. Areas of non-compliance are identified on the Violation Notice.

Standard #: 22.1-289.011-F
Description: Based on observation, documents required by the Superintendent were not posted in a conspicuous place on the licensed premises.
Evidence: The most recent inspection of the facility was not posted.

Plan of Correction: I posted the wrong inspection. I'll start double checking to make sure I post the correct one.

Standard #: 8VAC20-780-130-A
Description: REPEAT VIOLATION
Based on record review, the center did not obtain documentation that each child has received the immunizations required by the State Board of Health before the child can attend the center.
Evidence: Child #3s record does not contain documentation of immunizations. Child #3 was observed at the center.

Plan of Correction: The child is new. I will ask the parents to bring immunizations.

Standard #: 8VAC20-780-70
Description: Based on record review and interview, staff records did not contain all required information.
Evidence: Staff #1s record does not contain two reference checks. The center director confirmed that two reference checks had not been completed.

Plan of Correction: I am planning to do them today.

Standard #: 8VAC20-780-80-A
Description: REPEAT VIOLATION
Based on record review and interview, the center did not maintain accurate daily attendance for each group of children.
Evidence: At the start of the inspection, 21 children's names were marked as present on the attendance sheet, however only 19 children were observed at the facility. Center management stated that two children had left and not marked as departed.

Plan of Correction: I will remind the staff to sign their children out when they are leaving.

Standard #: 8VAC20-780-320-B
Description: Based on observation, rest rooms did not meet all requirements.
Evidence: The childrens bathroom did not contain liquid hand soap.

Plan of Correction: The dispenser must have broke. We will order a new one.

Standard #: 8VAC20-780-350-B-1
Description: Based on observation, the staff to child ratio for children birth through 16 months was not followed whenever infant children were in care.
Evidence:
1. Staff #3 was observed alone in the infant classroom with 6 children (infants through toddlers) for approximately 3 minutes while staff #2 left the center.
2. Child #1 (15 months) was observed sleeping in the preschool classroom with 13 children and 3 staff.

Plan of Correction: Our staff had overlapping appointments today. I'll make the teachers request time off further in advance to make sure we have enough staff.

Standard #: 8VAC20-780-450-A
Description: REPEAT VIOLATION
Based on observation, each child did not have linens consisting of a top and bottom cover.
Evidence: Three children were observed sleeping on cots in the infant classroom without a top cover/blanket.

Plan of Correction: I will tell the parents that they need to bring blankets.

Standard #: 8VAC20-780-570-B
Description: REPEAT VIOLATION
Based on observation, bottles were used while a child was in their designated sleep location.
Evidence: At the start of the inspection, child #2 was observed sleeping on their cot with an empty bottle next to their face.

Plan of Correction: I will review our policies with the staff.
