Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. An unannounced, on-site monitoring/ inspection was conducted on June 6, 2024 from 2:30 p.m. to 4:30 p.m. The inspector reviewed compliance in the areas listed above. There were 40 children present and 5 staff. The inspector reviewed 6 children?s records and 2 staff records on-site. This inspection included document review, tour of the facility, interviews, and observations.
Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Standard #: 8VAC20-780-70 Description: The facility failed to have required documentation in each staff file. Two references as to character, reputation, and competence should be checked prior to employment. Staff 2 (date of employment 6/06/2024) did not have documentation of two references on file. Plan of Correction: References will be conducted prior to employment.
Standard #: 8VAC20-780-350-B-5 Description: In rooms with children ages 5 to 9 years, the required ratio is one staff per eighteen children. Staff 3 was observed supervising 23 children from approximately 2:30 p.m. to 2:45 p.m. Plan of Correction: Ratios will be maintained as required.
Standard #: 8VAC20-780-500-A Description: Children's hands shall be washed with soap and running water or disposable wipes before and after eating meals or snacks. School age children and infants did not wash hands after eating afternoon snack. Plan of Correction: Children's hands will be washed before and after eating meals and snacks.
