Technical Assistance:
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Please indicate in the provider / Assistant Record the 12 months (time period) for which annual training is being tracked. There should be clear documentation of the 16 or more hours tracked for the previous 12 month period and these trainings should either be gathered together or written on a log for tracking purposes. A form for documenting training is available on our website under the Family Day Home section.

Comments:
An unannounced monitoring inspection was conducted on 5/20/2024 from 11:45am-100pm. At the time of entrance, 4 children were in care with the licensee. The sample size consisted of 4 (all) children?s records and 4 Provider / Assistant / Household Member records. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition Children were observed during snack time, socializing and having conversations and settling on to rest mats for nap time. Medication is not being administered to children at this time until or unless the licensee obtains current Medication training again. Children are not routinely transported in a vehicle while in care. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. Repeat violations were found and are identified within this report.

Based on a review of records and interview, the licensee did not obtain a criminal history record check for every household resident 18 years of age or older.
Evidence:
Four Provider / Household Member records were reviewed.
The record for household member #4, who is 19 years old, did not contain the results of a Criminal Record Check.
The licensee confirmed that the Criminal Record Check had not been conducted.

Plan of Correction: Household member #4 had fingerprints taken and the results of the Criminal History Record Check were emailed to the inspector on 5/28/2024.

Standard #: 8VAC20-800-320-B
Description: Based on observation and interview, the licensee did not ensure that child-resistant protective covers larger than 1-1/4 inches in diameter shall be installed on all unused electrical outlets and surge protectors accessible to children under five years of age.
Evidence:
There were 2 uncapped outlets at a height of about 12 inches from floor level to the left of the kitchen table where children were eating their lunch.
There were 2 uncapped outlets at a height of about 12 inches from floor level in the living room where children were resting on mats for naptime.
There was 1 uncapped outlet at a height of about 3 feet from floor level in the main childcare room.
The uncapped outlets were brought to the licensee's attention during the inspection and the licensee agreed that they were accessible to the children in care.

Plan of Correction: The licensee will locate and replace the outlet covers and remind the household that they must be replaced after the outlet is used.
