The licensing inspector initiated an unannounced inspection on 03/27/2024, 4/12/2024, and 4/18/2024 in response to a complaint received by the department on 03/20/24 for allegations regarding ratios. Interviews and observations were conducted relating to the allegations. The information gathered during the investigation support the allegation, so the complaint is substantiated.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the facility.
The Plan of Correction was not received by the required deadline and will not appear on the website.

Standard #: 8VAC20-780-350-B-1 Complaint related: Yes Description: Based on observation and interview, the center failed to ensure the staff-to-children ratios for birth up to 16 months of age was at least one staff member to every four children whenever children are in care.
Evidence:
On 04/18/2024, between 7:20 AM and 7:31 AM, the infant room (youngest child 6 months old) had only one staff with five to seven infants, and between 7:23 AM and 7:46 AM, the transition room (youngest child 11 months old) had only one staff with five to seven children. Interviews revealed that being out of ratio in the morning is a regular occurrence.Plan of Correction: Not available online. Contact Inspector for more information.
