Evidence: 1. On 8/10/23 at approximately 10:00am, five children were observed with one staff in the ?Ones? classroom. The youngest child in the group was 13-months-old and required a staff to child ratio of 1:4. 2. On 8/10/23 at approximately 10:05am, 16 children were observed with three staff in the ?Twos? classroom.
