Technical Assistance:
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
An unannounced monitoring inspection was conducted on May 29, 2024 between the hours of 9:45am-12:00pm. There were a total of 61 children with 11 supervising staff members present. Children were observed during centers, circle time, drawing, engaged in group activities and outdoor play time. A selection of staff and children records, medications and other documents were reviewed. The physical space, emergency supplies, evacuation drills, attendance records, and the Emergency Preparedness Plan were reviewed. Areas of non-compliance are identified in the violation notice. Standard #: 8VAC20-780-270-A
Description: Repeat Violation

Based on observation, areas and equipment of the center, inside and outside, were not maintained in a clean, safe and operable condition.

Evidence:
1.The Little Tikes Playground Structure located on the small playground was covered in dirt and moss.
2.In the Pre-school classroom, there was peeling paint along the edge of the window ledge.

Plan of Correction: A work order has been expediated to the maintenance department.

Standard #: 8VAC20-780-330-B
Description: Repeat Violation

Based on observation, the center did not ensure that that where play equipment is provided, resilient surfacing complied with minimum safety standards.

Evidence:
1. The play equipment on the small playground did not have six inches of resilient surfacing
throughout the fall zones. The center had approximately 2 inches of wooden mulch and
decomposed mulch in the fall zones and under the slide. The ground was exposed under the slide.

Plan of Correction: A work order has been expediated to the maintenance department.

Standard #: 8VAC20-780-510-I
Description: Repeat Violation

Based on documentation review, the center did not obtain written authorization from the parent and physician to administer a medication.
Evidence:
1. Child #6's has epinephrine at the center to be administered in an emergency. Child #6's authorization on file expired on 03/06/2024 and does not have a current authorization.

Plan of Correction: The parents have been notified and written authorization will be obtained from the parent and physician.
