63.2 General Provisions.

Technical Assistance:
The Licensing Inspector discussed Standard 22VAC40-131-230. Monitor and re-evaluation of provider homes and encouraged the provider to inquire about child protective ?referrals? during their 90 day monitoring contacts with provider homes.

Comments:
A complaint inspection was conducted due to a complaint allegation of inadequate monitoring and support of a foster home provider. Due to the outbreak of COVID-19, the inspection was conducted in the form of a desk review on the following dates: 04/20/2020 and 04/23/2020.

During this inspection one (1) provider home record was reviewed and two (2) children records were reviewed, an agency representative was interviewed, and a foster home provider was interviewed. An exit interview was conducted by video conferencing on 04/24/2020 at 11:00 am with the Director of Therapeutic Foster Care.

The complaint is deemed as valid. There was (1) violation determined during this inspection. Results of the inspection are subject to public disclosure and will be posted on the VDSS web site within five (5) days.

Description: Based on an interview with Agency Representative (AR) #1, an interview with Foster Home Provider (FH) #1.b, and review of the records, the licensee failed to have at least one face-to-face contact with Foster Child (FC)#1 and FC#2 during the month of January 2020.

Findings:
1.Based on the review of case narratives and reports for FC#1 and FC#2, there was no documentation of a face-to-face contact with FC#1 and FC#2 during the month of January 2020.
2.During an interview with FH#1.b, the foster home provider reported that the licensee did not have a face-to-face contact with FC#1 and FC#2 during the month of January 2020.
3.During the exit interview with AR#1, the case narratives and reports were reviewed at which time AR#1 acknowledged the absence of evidence of a face-to-face contact with FC#1 and FC#2 for the month of January 2020. During the interview, AR#1 reported that she met with the assigned Case Manager/?Family Consultant? who reported that there were several face-to-face contacts scheduled with the FC#1 and FC#2 however, the foster parent cancelled the face-to-face contacts. At the time of the inspection there were notes in the record related to one cancellation of a scheduled face-to-face contact for the month of January 2020.
