Comments:

An unannounced complaint inspection was conducted following receipt of a complaint regarding youth placed in independent living arrangements (ILA). The Licensing Specialist conducted an inspection on 12/13/19 from approximately 10:29 a.m. to 3:41 p.m. at the Chesapeake office and on 1/15/20 from approximately 12:00 p.m. to 2:49 p.m. at the corporate office in Richmond. The agency reports a census of five (5) youth in ILA. The record for one youth and one staff person were reviewed. Interviews were conducted with staff. Relevant policies and procedures were reviewed. On 12/13/19, the Regional Supervisor was on site and accessible during the inspection. If clarification was needed in regard to policies and procedures, the Executive Director was accessible by phone. An Acknowledgement of Inspection form was signed and left at the facility. On 01/15/2020, the Human Resources Compliance and Training Analyst was available and accessible during the inspection. The Acknowledgment of Inspection form was signed and left at the corporate office. No violations were cited; therefore, the complaint is determined not valid. The licensee should retain a copy of this document to be posted at the facility. The results of the inspection are subject to public disclosure and will be posted on the Virginia Department of Social Services website within 5 business days.
