Technical Assistance:
Discussion occurred regarding verification of educational requirements for staff hired into positions not addressed the Standards for Licensed Child Placing Agencies. If the agency?s own policies and procedures establish a minimum educational requirement, the education needs to be verified. Discussion also occurred regarding the target discharge date in service plans for children receiving treatment foster care services. The language utilized to identify this date can be clarified.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

An announced monitoring inspection was initiated on 8/26/2020 and concluded with an exit interview on 9/1/2020. The Regional Director was contacted by telephone to initiate the inspection. The agency reported 31 children in placement and 64 approved provider homes. The inspector emailed the Regional Director the list of cases for review for this inspection. The inspector reviewed four (4) child/youth records, 10 provider home records, and five (5) personnel records. One (1) violation of the Standards for Licensed Child Placing Agencies was cited.

Upon receipt of the Violation Notice, the licensee should develop a plan of correction to include the steps to correct non-compliance with the standard(s); measures to prevent re-occurrence of non-compliance; person(s) responsible for implementation and monitoring of preventative measure(s); and date by which noncompliance will be corrected. The licensee has five business days from receipt of the inspection documents to complete the section entitled "Plan of Correction", sign each page of the inspection documents and return to the Licensing Office. The licensee should retain a copy to be posted at the facility. Results of the inspection are subject to public disclosure and will be posted on the Virginia Department of Social Services public web site within five business days, regardless of whether or not the Plan of Correction is completed.

The provider?s response(s) for the ?plan of correction? was (were) not received as of 9/14/2020 and will not appear on this Violation Notice.

Description: Violation:

Based on record review for Foster Homes 1 (FH1), the agency failed to consider all information received about an applicant prior to making a decision on the applicants.

Findings:

The record for FH1 contained the three required references. One reference expressed concerns about the applicants' capabilities and home environment. These concerns were not addressed in the home study.

The record for FH1 contained the required sworn disclosure statements. Applicant 1 (A1) of FH1 disclosed criminal history information on the sworn disclosure statement. The criminal information disclosed by A1 was not addressed in the home study.

The findings were discussed during the exit interview with S1, S2, S3 and S4. S1 reviewed the case record documentation for the items referenced above. S1 acknowledged the home study did not document the information being considered.
